This article shall be known as the “Town of Bedford Minimum Attire in a Public Place Ordinance”

§170-10 Definitions
B. The following shall be considered a minimum adequate level of attire to comply with requirements in this article: the wearing of at least a fully opaque material which covers the genitals, natal cleft, perineum, anal region, the anal cleft, pubic hair region, and the female breast below a horizontal line across the top of the areola at its highest point. An example of this minimum adequate level of attire is a bathing suit with a top covering the breast as stated above (for women) and a T-back (three inches wide) bottom.

“Public Place” is subsequently defined, and includes a full list of places. But essentially, anything that can be called a public place, other than adult entertainment is included, but the normal exceptions are provided, such as public restrooms, locker rooms, art school nude modeling classes, etc.

An interesting rule for Seeley Beach – It says that Babies and Toddlers are not allowed to be naked on the beach, but does not restrict older children and adults. I have to wonder if this is not just because babies and toddlers cannot yet control their bladder of bowel movements?

This does not define what is meant by nudity, but in another paragraph it specifically states
that employees of a “public place” like a dance hall must have their genitals, breasts and
buttocks covered with an opaque covering, and does not distinguish between men and women,

This is vague, since it doesn’t specify nudity as something that would constitute “a threat to the safety and welfare of others.
Nor does it specify that nudity would breach “the publics peaceful of town property”.

This is interesting! The language closely parallels that of the RSA… so genitals are included, but breasts appear to be NOT included in the ordinance!!!

Again, use of the word “alarm” would seem to parallel the RSA, but use of the terms “annoyance” and “average sensibilities” is vague.

II. Regulations:
2. Public nudity, including public nude bathing is strictly prohibited.
The regulation is listed only for the beach, parks, and boat launch. It does not appear to apply to the rest of the town.

Approved Ordinances 11/26/2017 Town Beach and Boat Launch Ordinance 2. Persons using the areas and swimming in the designated areas shall be appropriately attired in clothing that is considered to be appropriate for a family oriented area. Public nudity, including public nude bathing is strictly prohibited.

The 2017 (Antrim) change specifically mentions that the ordinance is applicable “…in the designated areas…”, meaning the Town Beach and Boat Launch.

Madison
Notice of Regulations Town Properties
All rules posted at the beaches/parks/athletic fields are included as part of this regulation, which include but is not limited to: no alcoholic beverages, no glass, no dogs, and feeding the waterfowl is prohibited.

We would need someone who is a resident of Madison to go to the beach and check on nudity rules .

This is nearly identical wording to the RSA.

Recreation Facilities Ordinance
Section 2.1: Chase Beach Regulations: All persons in the Chae Beach recreation area or in the designated swimming area shall at all times follow the regulations:
H. Swimming in disposable diapers or bare bottoms or without proper attire is not permitted.

Again, “proper attire” is vague.
