I personally use PrivateInternetAccess (intentionally leaving out my affiliate link for the sake of not sounding like a shill). They have a good rep for not complying with governments, they even closed their Moscow node after they refused to comply with a Russian law that tried to make them keep logs.
I second them. VPN on hardware not instances have a known track record of telling law enforcement to pound sand, and from what I understand by people closer to the company that I will ever be, their logging is minimal at worst.
