The whole idea that anyone has any influence on what the government does, even if they should happen to get the programs they want, is fantasy, because even if it’s what you want, it’ll never be implemented they way you’d implement it.
As for the rapist, the military doesn’t just kill people. It breaks people. I’d suggest Heather watch Casualties of War. The fact that horrifying things are happening in wars is why so many broken people are returning from war, even if they’re in good physical health.
