The "tent city" is allegedly in the woods slightly north of the Hannaford grocery store.
Do you have plans to find employment? Can you do a real introduction and tell us about you?

I'm somewhat lost here. It sounds to me that your going to be an active part of the movement only if someone helps you get into tent city. If I'm wrong then please feel free to tell me.

Assuming that tent city is some kind of a-legal living setup that's just waiting for cops to show up and shoo everyone along or something…

I thought he meant 3G internet/phone service. 
I was under the impression that tent city is no secret at all to the bureaucrats. I think it was even mentioned in the latest homeless voter-registration controversy.
I've never seen it and it must be pretty out-of-sight, but I've also heard that it's near the Hannaford grocery store. I think it's where Leather-Man lives.

I think it is private land, but they can't find the owner. Either that, or the owner doesn't care, so the government doesn't do anything about it.
It's my understanding that the owner doesn't care, and that's why the police are not trying to kick them out. They are still called out to respond to fights and to the crazy drunks causing a ruckus.
