I’ve paid well under 75 cents for high amount transactions. I tried low balling once at 35cents that didn’t go through in 1/2hr but raised the fee to double and went through in 5minutes.
The delays were caused by miners who wanted bigger blocks. They were mining empty blocks or doing very low money transactions so it would appear bitcoin needed bigger blocks. The guy interviewed by FTL explained quite well on the guest at the Texas bitcoin conference show number 1
