I would now like to submit that the biggest problem is the cost of housing in NH. There is very
little low-cost housing, partly because available housing units in general are less than what is needed.
Fewer housing units means more competition for the available units, which drives up the cost of each unit, and in the long run raises the cost-of-living index, which in turn puts more people below the poverty level.
Granted that there are many reasons for homelessness, I believe appropriate housing should be sought for ALL.
