Yes, in my opinion they’re doing exactly that. BTW, the $12 doesn’t guarantee your transaction actually occurs. Maybe it will, but people are tossing $50 and $100 fees in desperation, and the average fees are recent history, not future predictions. I’d say there’s a lot of work to be done in fee prediction overall, for crypto, but with a network that’s not dysfunctional, it should be easier.
I’m guessing Wall Street traders are familiar with the kind of panic going on right now, with some people deciding BTC is for the birds, and others panicking. BTW, this is where I get those figures:
