OK, but how is a convention at a hotel that you wouldn't necessarily need to organize going to trigger that?

I was organizing it, so that is why it matters.  Not good to enter an agreement with a hotel then go to jail.  If someone else would like to head up this project, I would be elated, and of course assist in any way I can.
